Citrix causes issues for other users as well. If you are not dependent on that software, I would recommend uninstalling it to see if it will resolve your problem.

Seems like folder/file permission related or security software is blocking access.

Another background task may be accessing the file. Try restarting your PC, and if the problem persists, check file/user permissions and security settings.
Please attach whole log. I would disable all mods, and enable them one by one until you find the faulty mod that may cause the crash, or a combination of mods that are causing it.
Maybe permission errors, or corrupted files.
AFAIK, the developer needs an auth method for his tool and can request such credentials from server admin, but the developer seems busy or not interested to maintain the code, nor to make it open source. The 4on4 was not supported since quite some time, and other stuff was broken, too.

Your enemy has twice the reclaim, he had several k mass in the storage and then spammed T2 units from 4 fabs, which gave him a tremendous power spike in a short time. Unless I am missing something obvious, everything looked legit at first glance.
If you believe there was an undetected desync, please provide specific game times when you think it happened and explain in detail why. This will help to verify your claim and investigate the cause if needed.

Edit: I am using the same resolution as you. So it should work by default. The issue seems not related to resolution, which is some progress, I guess.
Do you have the latest updates for Windows and drivers for your graphic card?
Do you have installed the DirectX stuff which comes with the game? (Not sure if needed, but does not hurt to narrow down the issue

Is it possible that the laptop uses its integrated GPU instead of the 3070 for SC and that causes some side effects/bugs? Also use window mode. You can test it by disabling the integrated GPU to narrow the issue down.
I can not find anything useful via Google or AI about the error, so as last resort you may re-install the OS and just go with FAF and SC. Not an optimal solution, but before you spend hours trying random "If I do x, then maybe it will work"-stuff ...
The warning message before it crashes in both logs:

Have not encountered such errors so far to know how to solve it, unfortunately.
Can you provide more info about your environment? Like PC/Laptop specs, which OS, newest drivers, newest Windows updates? Maybe it gives some hint to narrow it down.
Have you tried the "basic deeds" already like reinstalling FAF, Supreme Commander (files verification via GOG/Steam)?
Maybe trying a different default browser without any extensions can fix it? If not, check security software if it blocks anything.
Resolved in Discord: The tool ASUS GPU Tweak prevented FAF from starting, disabling it fixed it.
