I am too lazy to investigate, but I saw Plan B subs targeting underwater Sera T3 tanks with their tacticals and hitting water.

i get some equilibrium flashbacks from this.
i think that might be an issue for all amphibious units, they often can be right clicked by frigates while they are underwater
