When choosing T1 and T2 engineers (T1-T3), you can only build T1 buildings, but I want to build T2(t3) buildings. How to fix it?

Well, they added a hotkey for this, find it and assign a key, or just kill all your lower-tier engies, or send them to assist a factory or reclaim far away and forget them
