      BUG1: There is no difference between UEF navy factory HQ and normal navy factory.
      BUG2: When the Aeon air factory HQ was upgraded to level 3, it will change into normal air factory.

      Please fix these bugs ,thanks a lot.

                @jip I have posted 2 screenshots. They're factory HQ, but have no difference with the normal one.
