Shield Disruptor Can't Shoot Uphill?

Not sure if feature or bug, thought I'd ask.
So the shield disruptor apparently cannot shoot up a hill/plateau, not sure the exact logic, as seen in this image. I can shoot at the red (civilian) shield disruptors on the ground straight North just fine, but not the Eastern one on the plateau. It simply will not fire.

I don't think it's a bug. With a SlavedToBodyArcRange of 5, a TurretPitch of 0, and a TurretPitchRange of 20, I wouldn't expect it to shoot up or down at steep angles from flat terrain.

I will complain that it does shoot down from the hill just fine, which is unintuitive.
