When you finish the game, in the credits you see the concepts art, and you see this:
I think she was the first Queen Aeon, but I can't confirm. Does anyone know the history?

That's concept art for Rhianne Burke, leader of the Aeon.
Edit: To me, it looks like an early concept of Rhianne that portrays her as an aggressive tyrant. I think Rhianne design and characterization we have in the final product is a softer, more appealing version of the woman intended to make it not unreasonable to side with the Aeon. (None of the factions in Supcom is really portrayed as evil.)
