Lags with other players since 3 days

Since 3 days I am not able to join a multiplayer game or coop. Each time I try to join or create one, it's working like a charm but.......... each 3 seconds I have a lag. all other players reach Data 20 (F11) Inflight 20, behind 0
I have check my con less than 1% of bandwith. Less than 20ms for pings latency, CPU 1 to 4%, GPU 2%. All other Internet activity (BF3 - Battlefront - Youtube 4k etc... are good)
I have played +/- 1700 games so I have some experience of what is a normal game.
Have you an idea? Is ICE has a cache to clean?
